
On July 18, 2025, the European Commission released the guidelines to assist providers of general‑purpose AI (GPAI) models in meeting obligations under the EU AI Act. The move brings clarity to definitions—like what qualifies as a "provider" or “placing on the market”—and explains exemptions, notably for open‑source models that meet transparency standards.
Henna Virkkunen, the EU’s executive vice‑president for tech sovereignty and AI, emphasized that the guidelines are meant to “support smooth and effective application of the AI Act” and to help both innovators and established actors to operate “with confidence, ensuring their models are safe, transparent, and aligned with European values”.
The guidelines follow the earlier publication, in 10 July 2025, of the final General‑Purpose AI (GPAI) Code of Practice — a voluntary framework designed to guide providers of foundation models in complying with the upcoming AI Act requirements.
